The Medical
Care Act (later modified and re-introduced as the Canada
Health Act) ensuring universal access to health care for
all Canadian citizens is passed into law by the Trudeau government.
During the decades following the passage of the Act, increased
concern about the costs of financing universal health care
leads the federal and provincial governments to place increased
emphasis on health promotion and disease prevention as a means
of controlling rising health care expenditures.
