A key step
in the development of any policy is the identification of individuals
who will be affected by the policy, as well as those with an interest
in the issues addressed by the policy (The Health Communication
Unit, 2003). The identification of stakeholder groups as part
of the policy development process helps to:

of support and opposition for the policy among different groups
